Halal Indonesia for Cosmetics: the new HQC online course

From 18 October 2026 cosmetics sold in Indonesia must be Halal certified. The HQC online course explains the law, the new rules and BPJPH requirements to Italian companies.

From 18 October 2026 every cosmetic product sold in Indonesia, including those made in Italy, must carry a recognised Halal certificate or be labelled «NON HALAL». The transitional phase provided for by Government Regulation PP 42/2024 ends on 17 October, and BPJPH, the Indonesian Halal product assurance authority, has ruled out any postponement.

To explain what this change means for Italian cosmetics companies, HQC Italia has launched the online course «Halal Indonesia per la Cosmetica» (Halal Indonesia for Cosmetics).

A growing market for Made in Italy

According to United Nations customs statistics, Indonesian imports of perfumes and cosmetics of Italian origin rose from $16.5 million to $48 million between 2019 and 2025. Italy is now Indonesia's 7th largest supplier and the 2nd within the European Union after France. Yet at the beginning of October 2026 only around 55-56% of the cosmetics on sale in the country were certified.

What the course covers

The course is in Italian: 14 lessons with introductory videos, 16 diagrams and charts, and HQC guidelines to download. Every rule is cited with its reference, and points that are not yet final are explicitly flagged. HQC is a Halal certification body recognised by BPJPH with a cosmetics scope.
